Not a great picture…………… but from your description I would say an air relief for venting the drain
Drains should be sealed to the home’s interior. Elbows under the sink keep water in them to seal the pipes from the sewer gas. If there are holes in the cap, then yes. This is what is allowing sewer gas into your home. I am baffled as to why this pipe is installed where it is unless it is a vent pipe. Vent pipes need to be vented thru your roof.
A plumber may be needed to correct the situation.
This is a vent pipe.
THIS type of installation is quite “standard” in apartment complexes these days.
There SHOULD be a “trap” below the connection point which stays filled with water to keep out the “sewer gas” smell.
If there is NOT, it was improperly installed and needs to be fixed.
That looks to be a drain vent. That is very illegal. It needs to be vented to outside. You are breathing Methane gases from the septic tanks. Not only are they flammable they can also be deadly. You are going to need a plumber.
I could tell you how but the answer would be about 4 or 5 pages long.
I’m a builder 30 years.
I agree not a great picture but what your describing sounds like a vent this vent however should go all the way to the roof and vent there not only will it release odors under your sink but sewer gas as well and by the way if it is a vent it is not to code
The part of the drain system in your house that runs up above the drains is there to vent the system. These vents should vent outside, not underneath your sink. These sewer gases don’t have a pleasant odor and are probably the source of you problem.
