heater in my apartment. i touch it and i can feel it bubbling. i don’t understand because it should have nothing to do with my heat, right? will i blow up? i don’t have any hot water on at all. why? i’m scared i am going to blow up!

I bet you anything your heat is connected to your water heater,when I lived in new york ours did the same thin when i turned the heat on,we didnt realize what it was till i called the super and he explained our baseboard heating was supplied hot water from our tank.
Its a simple problem, just make an opening through the wall, I recommend using your foot. Now that this has been done, search for any holes on the unit. Are there any holes? If so, cover them with caulk or glue. If this fails, keep your shower running for about an hour. It’s probably not hot enough.
