Plumbers and Electricians are “Tradesmen” and more highly skilled than “Handymen” who only do simple repairs. These and other trades are learned through apprenticeships or at trade schools and are generally subject to licensing requirements.

If you want to learn how to do simple electrical and plumbing jobs around the house, your local Home Depot or Lowe’s often offer classes on how to do these things. I found a book at amazon.com on DIY that might help.
